Cathy Ellorin’s full-time job is taking care of her 19-year-old daughter with cerebral palsy. That meant washing and feeding her, as well as taking her to doctor appointments.

Then, two years ago there was another challenge: figuring out the complex income tax rules that apply to her. During that time, it’s possible thousands of care providers like Ellorin, many of them living on limited incomes, paid taxes they shouldn’t have. Others might find they now owe money to the government.
