No school district in San Diego County has seen its student enrollment fall more sharply over the past decade than South Bay Union. The Imperial Beach school serves about 3,500 students, down from about half a decade ago, state data shows.
National School District and Rancho Santa Fe have lost about a third of their student populations over the same period.
