As officials prepare for the Friday grand opening of a $67 million library at Palomar College, crews have already begun demolishing part of the building’s top floor to build President Joi Lin Blake an office suite.
Design of the nearly $1 million remodel started more than a year ago when architectural plans were ordered. The college’s governing board later approved a $797,000 contract to build the presidential project.
Why this matters
When voters are asked to approve school bond measures, elected officials generally give assurances the tax money will be spent wisely to benefit students. Independent bond oversight committees also are supposed to be a watchdog.
The suite will include Blake’s office, space for two staffers, and a conference room, restroom, work/break room and waiting area. The money to pay for it is coming from a $694 million bond measure voters approved in 2006.
A few professors have objected for months to spending taxpayer funds on the project when Blake has been talking about budget problems at the district, which serves about 30,000 full- and part-time students. Two college district board members also opposed approving the suite’s construction contract in December, saying they weren’t given enough details about the project.
“It just seemed that it was a sudden vote, that things had already been put in place before we had a chance to get more information,” board member Nina Deerfield told inewsource.
“Could we have a built new classrooms? Equipped science labs? What did we give up for that (presidential office suite)?” she said.
David Kline, a vice president with the nonprofit California Taxpayers Association, questioned spending tax dollars from a bond measure on a remodel that was never in the plan voters approved.
“When you start changing things after the fact or adding offices for the executives instead of more classrooms for the students, that creates a problem,” Kline said. “It is a classic bait-and-switch kind of approach.”
Blake and her spokeswoman, Laura Gropen, declined repeated requests by inewsource for an interview about the library and office suite construction. In an email Tuesday, Blake said the project’s expense was “well within reasonable construction costs.”
Gropen took inewsource on a tour of the library and described the cost of Blake’s top-floor office as “minimal” compared to the cost of the whole project. It also was the only suitable place on campus left to accommodate the president, she said.
A district official said in an email two other campus buildings were considered for Blake’s office but were ruled out because they were occupied and didn’t have extra square footage.
Changing the library design
When state architecture officials approved plans for the new library in December 2014, the project’s estimated cost was $49 million. Gropen said the total amount now spent on the building is $67.3 million — including the presidential suite.

Blake’s office is temporarily on the new library’s second floor until the suite is finished this summer. Her office previously was in the old library, which is now vacant.

A campus construction plan used to sell voters in 2006 on the Proposition M bond detailed renovating the old library to house all administrative staff, including the president, to create a “one-stop Student Services Center.”
“Unfortunately, the old library just is not large enough to accommodate” what was originally planned, Gropen said. Currently, no plans exist to renovate the more than 50,000-square-foot building, she said.
Tax dollars from the 2006 bond have funded dozens of district projects, including a technology center, planetarium and humanities building on the San Marcos campus. Shannon Lienhart, a math professor there for 27 years, has been vocal in opposing the use of bond money to pay for the presidential suite.
“The point is it’s a million dollars, and it didn’t need to be spent,” Lienhart told inewsource. “There’s a reason why bond money is supposed to be spent on education. Obviously, you have to have administrative buildings for the administrators, but it’s mostly supposed to be built for education purposes.”

Oversight committee’s role in school bonds
The Palomar College district stretches across North County from Camp Pendleton to Ramona. Homeowners in the district currently pay $20.90 per $100,000 of assessed value each year on their homes to cover the Prop. M bond debt, which will be paid off in 2045. That means a district taxpayer with a home assessed at $500,000 pays $104.50 annually toward the bond.
Under the measure voters approved, the money is to be used to repair and build educational facilities, such as expanding classrooms and labs and upgrading essential infrastructure. It can’t be spent on administrative salaries and operating costs.
Although the college has an independent citizens oversight committee that meets four times a year to oversee Prop. M spending, Gropen said construction contracts and purchase orders on bond-funded projects — including the one for the presidential suite — do not go to the committee for approval. Instead, an overview of ongoing projects are presented to the panel at its meetings, she said.
“They aren’t reviewing individual plans of each of the projects,” Gropen said. “They’re not going over square footage on each project. They’re not approving those plans.”
Kline with the California Taxpayers Association said that could mean there’s a lack of opportunity for oversight members to weigh in on how bond money is being spent.
“The whole purpose of the citizens oversight committee is to have oversight,” he said. “If they aren’t presented with the facts in time to actually make any decisions, it defeats the entire purpose.”
Kline said best practices involve bond oversight committees overseeing projects before any construction or changes are approved, so “if something is a bad idea, it can be stopped before any money or time and resources are spent on it.”

Retired engineer Michael Hunsaker of San Marcos serves on the Prop. M oversight committee. He told inewsource he found out about Blake’s office suite from a professor who spoke about it at a September committee meeting.
The college is usually good about spending its bond money, Hunsaker said, but “the economics just don’t make much sense” for the last-minute remodel to the new library’s top floor.
“It would have made much more sense to renovate a corner of another building,” he said.
Another bond oversight committee member, Glen Winn, said he’s been briefed on the project several times. In addition to the committee’s oversight, independent audits of the spending are also required, he said.
“There has been no question raised (about) anything that’s gone on with Proposition M,” Winn said.
District response to teacher concerns
Blake has been Palomar College’s president since 2016. She told faculty at an annual meeting last August that the college had “barely” balanced its budget, and accomplishing that had required “some serious reductions and leveraging of resources” in the prior year.
Lesley Blankenship-Williams, a professor of life sciences at Palomar, said the budget issues are what have caused some faculty to question the library remodeling costs for Blake’s suite.
“It feels very deceptive. It’s a lot of money at a time when suddenly money is short, or it feels short,” Blankenship-Williams said.
Math professor Susan Snow told inewsource “the general sense on campus is that money is very tight.”
“It’s not that we don’t want (Blake) to have an office. And it’s not that we don’t want her to have a nice office,” Snow said. “But in terms of the grand scheme of things, in terms of spending money, it just seemed a little bit greedy, self-serving (and) not in the best interest of the college or the students.”
Three of the college’s five trustees approved the presidential suite construction in December, including board member Mark Evilsizer. He told inewsource Blake’s office should remain in the library and is important because “the president receives a lot of people and represents the district.”

Gropen said the district is considering asking voters next year to approve another bond measure. She said it would fund new projects.
Considering the current use of the money, Kline said, “In the long term, taxpayers are going to be less receptive of bonds and all sorts of taxes if the money isn’t used the way they were promised that it would be.”
Haney Hong, head of the San Diego County Taxpayers Association, raised similar concerns. He said if Palomar is not transparent about how it’s funding the presidential suite remodel, that can “erode trust” with the public and discourage voters from supporting future bond measures.
It also could determine whether his group will endorse future Palomar bond measures.
“How a district performs today, and on projects going on, helps inform us thinking about whether we ought to trust them with tax dollars in the future,” Hong said.
Last year, his group refused to endorse the San Diego Unified School District’s $3.5 billion bond measure because previous bonds were supposed to have paid for many of the proposed projects. Even so, San Diego voters approved the measure.

Ownership Structure, Funding and Grants
inewsource is a nonprofit organization, whose legal name is Investigative Newsource. It does business as inewsource. The business was incorporated on Aug. 4, 2009 in the state of California. Tax-exempt status as a 501c3 was granted by the IRS on Sept. 15, 2010. inewsource is funded primarily by individual contributions and foundation grants. We are guided by a board of directors.
Editorial independence: Journalists employed by inewsource take no editorial direction from donors whose contributions may support the organization. inewsource will not hesitate to report on its donors when events warrant. Our Editorial Independence Policy details the firewall between journalism and revenue.
To be transparent with the public, inewsourcelists its donors on its website. In cases where a donor is the subject of an inewsource story, additional disclosure will be made.

Transparency is one of our core values. Today, there is a need to build trust with our audience because new media and ways of communicating spread lies and slanted news faster than “real” news. At the same time, this era of new technologies makes it easier than ever for news organizations to be transparent. People don’t just have to believe us, they can investigate our investigations with our source materials.
Transparency is key to building credibility.
inewsource reporters have primary responsibility for reporting, writing, and fact-checking their stories. But before a story is published, the reporter reviews all facts and sources with an editor or another reporter. Facts must be traced to a primary source.
In addition, we “transparify” certain investigative stories. This process involves publishing a version of the web story with hyperlinks to all the story’s facts. This is proof that all facts have been documented with primary evidence. We do this to build trust with our readers and to be as transparent as we hope the public figures and institutions that we hold accountable will be.
Unnamed Sources
Not all sources are created equal. Some sources cannot speak authoritatively, provide proper analysis or speak specifically to every inquiry placed before them. To maintain the integrity of our reporting, inewsource reporters must select sources who can speak with validity to the topic at hand, and avoid presenting unqualified or underqualified sources as experts.
If an interviewed source has a conflict of interest, or whose qualifications may be tangential or limited, reporters will note that within the context of the story.
It is incumbent upon reporters to fully background their sources to uncover conflicts of interest or slant prior to using them in a story.
Unless discussed prior to an interview, all subjects talking to inewsource journalists are on the record. Specifically, the source is identified by name and title, and their exact or paraphrased words are attributed to them for publication. If journalists speak with sources who are not politicians, public figures or those not commonly interviewed by journalists, staff should explain clearly that information discussed will be on the record and for publication.
There are times, however, when information may be critical for a story but cannot be found or verified by other means. For example, a source may be able to confirm specific information about a series of events they may have witnessed, but have legitimate concerns about using their name or title. The repercussions to the source could be legal, job-related retribution or personal safety. The source and journalist must discuss these potential dangers and terms of use should be agreed upon by both parties.
If inewsource publishes information from an anonymous source, inewsource will explain to readers, in as much detail as possible, why we agreed to anonymity.
Corrections and Clarifications
inewsource strives for accuracy in everything we do, which is why we are committed to fact checking our content. But sometimes we make errors. When that happens, we correct them. We also clarify stories when something we’ve written is confusing or could be misinterpreted.
We endeavor to always be transparent about our commitment to correcting errors and clarifying misperceptions. When staffers see, hear or read about a possible issue with the accuracy of any inewsource content, they are expected to bring it to the attention of an editor and the web producer so it can be evaluated to determine how to proceed.
Including the web producer is key because inewsource is a multimedia news organization and shares its content with multiple partners on multiple platforms. The web producer must alert these partners about corrections and clarifications.

Lorie Hearn is the chief executive officer, editor and founder of inewsource. She founded inewsource in the summer of 2009, following a successful reporting and editing career in newspapers. She retired from The San Diego Union-Tribune, where she had been a reporter, Metro Editor and finally the senior editor for Metro and Watchdog Journalism. In addition to department oversight, Hearn personally managed a four-person watchdog team, composed of two data specialists and two investigative reporters. Hearn was a Nieman Foundation fellow at Harvard University in 1994-95. She focused on juvenile justice and drug control policy, a natural course to follow her years as a courts and legal affairs reporter at the San Diego Union and then the Union-Tribune.
Hearn became Metro Editor in 1999 and oversaw regional and city news coverage, which included the city of San Diego’s financial debacle and near bankruptcy. Reporters and editors on Metro during her tenure were part of the Pulitzer Prize-winning stories that exposed Congressman Randy “Duke” Cunningham and led to his imprisonment.
Hearn began her journalism career as a reporter for the Bucks County Courier Times, a small daily outside of Philadelphia, shortly after graduating from the University of Delaware. During the decades following, she moved through countless beats at five newspapers on both coasts.
High-profile coverage included the historic state Supreme Court election in 1986, when three sitting justices were ousted from the bench, and the 1992 execution of Robert Alton Harris. That gas chamber execution was the first time the death penalty was carried out in California in 25 years.
In her nine years as Metro Editor at the Union-Tribune, Hearn made watchdog reporting a priority. Her reporters produced award-winning investigations covering large and small local governments. The depth and breadth of their public service work was most evident in coverage of the wildfires of 2003 and then 2007, when more than half a million people were evacuated from their homes.
Laura Wingard is the managing editor at inewsource. She has been an editor in San Diego since 2002, working at The San Diego Union-Tribune, KPBS and now inewsource. At the Union-Tribune, she served in a variety of roles including as enterprise editor, government editor, public safety and legal affairs editor, and metro editor. She directed the newspaper’s award-winning coverage of the October 2007 wildfires and the 2010 disappearance of Poway teenager Chelsea King. She also oversaw reporting on San Diego’s pension crisis.
For two years, Wingard was news and digital editor at KPBS, overseeing a team of four multimedia reporters and two web producers. She also was the KPBS liaison with inewsource and collaborated with inewsource chief executive officer and editor Lorie Hearn on investigative work by both news organizations.
Wingard also worked at the Las Vegas Review-Journal as the city editor and as an award-winning reporter covering the environment and politics. She also was the assistant managing editor for metro at The Press-Enterprise in Riverside. She earned her bachelor’s degree at California State University, Fullerton, with a double major in communications/journalism and political science.
Brad Racino is the assistant editor and a senior reporter at inewsource. He has produced investigations for print, radio and TV on topics including political corruption, transportation, health, maritime, education and nonprofits.
His cross-platform reporting for inewsource has earned more than 50 awards since 2012, including back-to-back national medals from Investigative Reporters and Editors, two national Edward R. Murrow awards, a Meyer “Mike” Berger award from New York City’s Columbia Journalism School, the Sol Price Award for Responsible Journalism, San Diego SPJ’s First Amendment Award, and a national Emmy nomination.
In 2017, Racino was selected by the Institute for Nonprofit News as one of 10 “Emerging Leaders” in U.S. nonprofit journalism.
Racino has worked as a reporter and database analyst for News21; as a photographer, videographer and reporter for the Columbia Missourian; as a project coordinator for the National Freedom of Information Coalition and as a videographer and editor for Verizon Fios1 TV in New York. He received his master’s degree in journalism from the University of Missouri in 2012.
